MPP worried over unrestrained influx

Imphal, July 07 2011: Manipur People's Party (MPP) has expressed serious concern over increasing influx of outsiders in the State and submitted memorandum to the Prime Minister, Union Home Minister, State Government and the Chief Minister for taking up necessary measures to stop influx of outsiders.

Addressing a press conference in this connection at its office here today afternoon, party president Dr Nimaichand Luwang pointed out that the number of outsiders has crossed the population of the native people settling in the hill areas of Manipur in the Census Report, 2001 .

In accordance to the Census Report of 2001, when the number of indigenous people living in the hill area was 6,70,982, the number of influx outsiders recorded was 7,04,488 .

So, by the time Census exercise of 2011 is completed, there would have been a phenomenal increase in the number of outsiders, who are being allowed to settle in any part of the State without any restriction, Dr Nimaichand expressed apprehension.

He further pointed out that the increasing influx of outsiders has now created a problem in Jiribam and the same problem would spread to other valley districts of Manipur if no measures were taken up to check influx of Bangladeshis.

Dr Nimaichand said that in its history, Manipur lost its independence twice.

However, after the British occupation of Manipur, native princes were allowed to rule the State and foreigners were allowed to enter Manipur only with the approval of the Durbar and after paying necessary taxes under a Permit or Passport System.

Unfortunately, after the Merger Agreement, the Permit System had been abolished since November 18, 1950.With exception Protected Area Permit (PAP), Inner Line Permit has not been imposed in Manipur, thereby giving easy access to more and more outsiders to influx.

Increasing influx of outsiders in Manipur would ultimately pose a serious threat on the law and order problem, and if no preventive measures were not taken up, even the political power may falls into the hands of these outsiders as in the case of Tripura, Dr Nimaichand cautioned.

For MPP, protection of the indigenous people is a serious issue.

So, memorandum have been submitted to the Prime Minister, the Union Home Minister, Governor of Manipur and the Chief Minister today for taking up necessary measures to prevent influx of outsiders which given an impact on the demography of Manipur, he informed.
