Rs 1556 Cr sanctioned for relief and rehabilitation of IDPs

A total of Rs 1556.53 crore has been sanctioned for implementing relief and rehabilitation measures for internally displaced persons.
For relief, rehabilitation and financial assistance to people displaced by the violent crisis which erupted on May 3, 2023, the Central Government has Rs 789.72 crore while the State Government has sanctioned Rs 768.81 crore.
According to a report from the Home Department, the Central Government issued sanction orders for a financial assistance of Rs 787.72 crore between August 9, 2023 and march 27, 2026 .
The sanctioned amounts included Rs 45.35 crore for running relief camps, Rs 32.35 crore for reimbursing money already spent on running relief camps, advance fund of Rs 5.88 crore for running relief camps, Rs 22.30 crore for reimbursing money already spent on IDPs' complementary nutrition and personal hygiene, a second instalment of Rs 22.30 crore for IDPs' complementary nutrition and personal hygiene, a compensatory package of Rs 18.37 crore for paying reimbursement to people affected law and order, and Rs 3.35 crore for reimbursing money spent on buying television sets.
The sanctioned amounts also included a follow-up special assistance of Rs 18.17 crore for running relief camps, Rs 5.65 crore for reimbursing a one-time assistance given to IDPs for purchasing clothes and other essential items and another Rs 13.30 crore for reimbursing money spent on paying compensation to people affected by law and order.
Third and fourth instalments of the Complementary Nutrition and Personal Hygiene Support Scheme amounting to Rs 22.30 crore and Rs 20.09 crore have also been sanctioned.
Moreover, the Government of India has sanctioned Rs 37.42 crore for construction of 3000 temporary shelters for IDPs, followed by a second instalment of another Rs 37.42 crore and a third instalment of Rs 47.33 crore.
In addition, the Centre has sanctioned Rs 217.14 crore for relief and rehabilitation works, a first instalment of Rs 59.50 crore for construction of permanent houses of IDPs, a first instalment of Rs 35 crore for paying compensation of household articles and other usable assets to 7000 families whose houses had been completely burnt down, a first instalment of Rs 30 crore for paying compensation to those whose houses had been partially burnt, a second instalment of Rs 59.50 crore for construction of permanent houses of IDPs and a second instalment of Rs 35 crore for paying compensation to IDPs for their lost household articles and other usable items.
Between September 9, 2023 and May 5, 2026, the State Government issued 129 sanction orders for Rs 768,81,37,657 and the sanctioned amounts were handed to the concerned district authorities.
A total of Rs 48.01 crore was handed over to the Deputy Commissioners of Imphal West, Imphal East, Churachandpur, Kangpokpi, Tengnoupal, Bishnupur, Thoubal, Kakching, Senapati, Jiribam and Ukhrul in seven phases.
The State Government also sanctioned Rs 3.33 crore to the DCs of 10 districts for purchasing TV sets of relief camps.
For purchasing TV sets of relief camps, Rs 28 lakh was given to the Imphal West DC, Rs 23 lakh to the Imphal East DC, Rs 1.17 crore to the Churachandpur DC, Rs 58 lakh to the Kangpokpi DC, Rs 12 lakh to the Tengnoupal DC, Rs 47 lakh to the Bishnupur DC, Rs 3 lakh to the Thoubal DC, Rs 30 lakh to the Kakching DC, Rs 3 lakh to the Jiribam DC and Rs 12 lakh to the Ukhrul DC .
Out of the total amount sanctioned by the State Government, an amount of Rs 18,37,12,000 was released in the first phase to 3,480 farmers on February 27, 2024 as compensation for their inability to cultivate paddy because of the violence.
A compensatory crop package of Rs 32.95 lakh was sanctioned for Chandel district.
On October 10, 2024, compensatory crop packages amounting to Rs 13,30,04,314 were released to the DCs of 10 districts.
Against the total amount sanctioned by the State Government for construction and repairing of IDPs' houses and financial assistance to IDPs, some portions have been reimbursed by the Centre, sources said.
