The All Manipur DPC Faced Candidates' Association for Primary Teachers 2006 on Monday demanded a CBI probe over the recruitment fiasco of primary teachers and to conduct a fresh DPC recruitment for the same.
In a memorandum submitted to the Governor of Manipur, the state DPC faced candidates' body also demanded the Director of Education (S) be suspended and terminated from the service, saying 'he (Director of EducationS) committed the crime of in-subordination, breach of trust and leakage of official document which are punishable under official Secrecy Act' .
The lengthy memorandum stated that Board of Secondary Education Manipur (BSEM) conducted written test for appointment of about 1,350 primary teachers on December 22, 2006 and the result was announced on April 16, 2007 where 5,000 candidates were declared passed.
Viva voce for the same was conducted from February 6, 2009 till August of the same year at the office of the Directorate of Schools Education, Manipur, it said.
"After about three and half years from the date of written test and four years counting from date of advertisement, surprisingly to everyone's utter shock and confusion, a list of 1,413 candidates including those in the waiting list were found published under the order and signature of M.Harekhrishna Singh, Director School Education as recommended candidates through one local newspaper," pointed out the DPC faced candidates' body.
It alleged that those recommended candidates' list were announced and published without any authority's approval on the basis on criteria, category or admissible for Scheduled Tribe (ST), Scheduled Caste (SC), other backward class (OBC) and physically challenged candidates which was in contravention and violation of the existing provisions of the service rules and regulations of the government or as per RR for appointment of Primary teachers.
Further, it asked how the Director of Education (S) published the 'so called recommended' list of primary teachers for appointment and urged the Manipur Governor to take appropriate action by initiating a high level inquiry preferably by the CBI.
Meanwhile, the DPC faced candidates will chalk out the plan for further step on July 18 at the canteen of DM College in Imphal and appeal every candidate who faced the DPC to come for the said proposed meeting.
