The fourth day session of the state Assembly today lasted only around 35 minutes as the session started from 11 am and concluded at 11.40 am with no cut motion came up when government's bills were move for passing in the House.
After senior opposition leader, O Joy had remained absent from attending the sitting since he walked out from the sitting dissatisfied with the ruling of the Speaker, RK Anand was also absent from the sitting today.
MLA Ng Bijoy and Dr I Ibohalbi of the party also walked out from the House after question hour of the day.
Wungnaosung Keishing, whose resignation paper is yet to be cleared by the Speaker, also attended the question hour, however the house failed to rejoin the discussion and voting on demand for grants.
Today's Assembly session has passed demand for grant of five departments amounting to Rs 1078,41,60,000.No cut motion from the opposition bench or comment from the legislatures come up while moving for passing led the Speaker passed the demand for grant.
The demands for grant passed today included Rs 20,56,35,000 for the state legislature, Rs 2,85,50,000 for the council of ministers, Rs 53,58,64,000 for secretariat, Rs 4,06,72,000 for election department and Rs 997,34,39,000 for general economic services and planning.
During the discussion for voting on the demand for grant, only the opposition leaders, Radhabinod Koijam, Salam Joy, Dokhomang Khongsai and Th Nandakishore took part and no other members in the opposition bench were seen in the House.
Even though the Speaker asked the opposition members to come forward if there is any objection in passing the demands, no member responded.
Later, the Speaker announced passing of the demands by voice vote.
In the afternoon session of the house, Speaker S Budhichandra put his statement regarding his stand on the matter of resignations tendered by seven members from four hill districts which O Joy had walked out when he could not get satisfactory reply on a point of order moved by him on the floor of the House on July 8 last.
The Speaker admitted that he got the resignation papers of seven MLAs but due to lack of clarity on the reason given by them when they were summoned for self explanation, he is taking some time to announce his final decision.
He further appealed to the members to extend corporation in the smooth conduct of the business of the house.
