NCST gives Govt 15 days to submit ATR

Imphal, September 03 2026: The National Commission for Scheduled Tribes (NCST) has given 15 days to the Government of Manipur to file an Action Taken Report on the abduction of Naga civilians in May.

The NCST's notice calling the ATR came in response to a complaint filed by social activist Asem Roshan Singh of Mayang Imphal Thana Wangkhei Leikai on May 22 .

The notice to submit the ATR within 15 days came after an earlier notice to submit the report within 30 days fell through.

The NCST had earlier issued the notice to submit the ATR within 30 days to the Chief Secretary and DGP on June 16 .

Notably, a total of 20 Naga civilians including women, men and a minor were abducted from different locations on May 13 .

18 of the 20 were abducted from Leilon Vaiphei Kuki village.

While all the other hostages were released, mutilated bodies of six men were recovered on June 10 from Kharam Vaiphei village area, located close to Leilon Vaiphei.

The NCST, in its reminder yesterday (September 2), said that the Action Taken report (ATR) may be furnished to the Commission within 15 days either by post or in person or by any other means of communication.

In case the commission doesn't receive a reply within 15 days, it may exercise the powers of Civil Court conferred on it under Clause (8) of the Article 338A of the Constitution of India and issue summons for the Chief Secretary's and DGP's appearance in person or by a representative before it, said the commission.
