Imphal, December 20, 2013:
Fresh calls for sustaining the campaign against substance abuse and suggestions for framing an effective drug policy in the State marked the 9th foundation day celebration of All Manipur Anti-Drug Association held today at its Keishampat head office.
While Keishamthong AC MLA L Ibomcha and AMADA president M Padamini Leima were the chief guest and functional president respectively, Director (Law & Prosecution) Ng Tejkumar and Department of Psychiatry (RIMS) Professor Dr RK Lenin graced the celebration as the guests of honour.
Highlighting that impact of substance abuse is not only suffered by the individual users but also embarrasses the family and society, Ng Tejkumar in his address said that out of about 300 acts of crime reported till date this year, 210 were fallouts of drug/alcohol abuse.
Citing frequent cases of drug-related cases irrespective of existing laws to tackle the issue to substantiate that punishing the accused/convicted persons alone cannot check drug-related crimes, he stressed on continuous vigil and campaign by civil society organisations as well as individual families to eradicate the malaise of substance abuse in Manipur.
Speaking as the chief guest MLA Ibomcha observed that incongruous drug policy and failure to amend loopholes in the existing legal mechanism by the Government are some of the factors for ineffectiveness in checking drug trafficking.
He also cited involvement of security personnel and influential individuals in drug trafficking for lack of punitive action against the guilty persons.
Appreciating AMADA's relentless initiative to combat the menace of substance abuse, the MLA strongly suggested that the anti-drug campaigners make their movement more intense and extensive throughout the State.
Ibomcha also stated that including anti-drug trafficking as a school curriculum would be helpful in saving the future generation of Manipur.
In his brief comment at the occasion, Dr RK Lenin said parents not only need to play pro-active role to prevent their wards from falling prey to substance abuse but should be bold enough to seek professional assistance as soon as realising that their children are infatuated with drugs/alcohol.
