Imphal, December 13 2023:
All Manipur Students Guardians' Organisation (AMSGO) has urged the state government to review the newly recruited 27 posts in the Council of Higher Secondary Education Manipur (COHSEM) by instituting a committee headed by a retired chief justice of the High Court of Manipur.
In a release, AMSGO said that COHSEM is an autonomous body which regularly conducts examination for students of class XII.
The Council established in 1992 had only 86 staff till 2016 and the existing staff strength was able to run it smoothly for 24 years.
However, post-2016, a number of staff have been recruited including 87 regular staff and another five on contract basis in addition to the existing staff.
Moreover, another 27 posts were recently created and appointed which is very shocking, it said.
Comparing the Board of Secondary Education Manipur (BSEM) and COHSEM on staff strength and works executed, the release further said that BSEM presently has 70 regular staff and conducts examination for 40,000 to 45,000 students on ayearly basis.
However, COHSEM with a staff strength of 197 conducts examination every year for 35,000 to 38,000 students.
Comparing the work and staff strength, it is seen that additional staff have been unnecessarily recruited in COHSEM which is very unfortunate, it said.
AMSGO further informed that the recruitment process of the 27 posts in COHSEM was put under "Keep in abeyance" .
However, the appointment order of the said 27 posts has been provided recently without putting up the result of the recruitment either on the notice board of COHSEM or making it public through local media, which is against all existing rules.
Therefore, the state government should form a committee headed by a retired chief justice of the High Court of Manipur and investigate into the matter, it reiterated.
