AMTUC questions non-enforcement of Act on ground

The All Manipur Trade Unions Council (AMTUC) has expressed concern over the non-enforcement of the Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) Act 2021 .
A statement issued by Koijam Tomba Singh, joint secretary, AMTUC shared that according to a Manipur Gazette notification issued on November 2, 2023, the aforementioned Act became effective from June 29, 2021 with the assent of the President of India.
However, due to the failure to appoint a Chief Facilitator and non-enforcement of provisions under the Act, the Act has remained of no use to the shop owners, it added.
AMTUC pointed out that as per Section 10 sub-section (2) of the Act, "a shop or an establishment may work on all days in a week", but due to lack of awareness and enforcement of rules under the Act by the Labour Department, establishments at Paona and Thangal Bazar close shops on Sundays.
Despite two and a half years having passed since the Act was passed, the failure to draft proper rules and appoint a Chief Facilitator has deprived the people of the benefits under this Act, said AMTUC.
