Imphal, January 28, 2011:
MPP MLA O Joy today drew the attention of the Union Minister for Health Ghulam Nabi Azad to the "alarmingly gone down" patient care services of the Regional Institute of Medical Sciences (RIMS) hospital, Imphal.
He requested the minister to improve the facilities and service of the institute after an Expert Committee conducts a physical verification into whether the facilities and equipments being provided in this institute are adequate and are in conformity with the standard of an institute of excellence.
Whether the facilities and service are properly being utilized and delivered to the public and whether there is any deficiency of service by the doctors and nurses in the delivery of patient-care, with particular reference to cases where there had been accusation of negligence.
Informing that he furnished a note drawing the attention of the Union minister, O joy observed that RIMS hospital has sporadically in the news lately for all the wrong reasons.
Patients and their attendant relatives have often complained of laxity of services leading to complication or worst, death.
The institute which claims as providing similar standard of treatment and services as that of New Delhi based All India Institute of Medical Sciences (AIIMS) has come under a barrage of criticism saying that standard facilities are not available in the hospital and if available, are either not fully utilized or not utilized at all.
The memorandum has asked the Union minister, inter alia, to order an appraisal of the performance of the Institute by an Expert Committee in public interest which must submit according to its finding recommendations to improve the services and facilities in the institute, to fulfill the expectation of the public and restore public confidence.
Significantly, on October 25, 2010, O Joy's son was admitted to RIMS at about 3:30 pm, but because of alleged laxity of the doctors and the authority, he was left unattended and unconscious for eight hours.
He was then moved to a private hospital where he was declared brought dead.
