NLM seeks disqualification of 10 MLAs

The Naharol Lamjing Meira (NLM) and Kongba Kshetri Leikai Panthoibi Apunba Meira Paibi on Thursday submitted a memorandum to the Governor of Manipur requesting her to take immediate action against the 10 Chin-Kuki-Zo MLAs and disqualify them under the provisions of 'Article 191 (1) (d) read with Article 192' of the Constitution of India as a first step to restore normalcy in Manipur.
In the memorandum, NLM and Kongba Kshetri Leikai Panthoibi Apunba Meira Paibi informed the Governor about the alleged involvement of foreign hand(s) in the prevailing violence and chaotic situation of Manipur.
It also claimed that the sole objective of the ongoing invasion of Manipur by Chin Kuki Zo Narco terrorists with the support of foreign powers is to create a fantasized country under the nomenclature "ZALENGAM" .
The memorandum pointed out that 10 MLAs of Chin-Kuki-Zo Community including 2 Cabinet Ministers namely Letpao Haokip (42- Tengnoupal), Nemcha Kipgen (50-Kangpokpi), Kimneo Haokip Hangshing (46- Saikul), Haokholet Kipgen (51-Saitu), Ngursanglur Sanate (55- Tipaimukh), Vungzagin Valte (56- Thanlon), Letzamang Haokip (57- Henglep), Lallian Mang Khoute (58- Churachandpur), Paolienlal Haokip (59- Saikot) and Chinlunthang (60- Singhat) have openly supported the invaders and demanded "Separate Administration" .
It also alleged that the unethical acts of the 10 MLAs is akin to pouring fuel in the present incendiarism made by the Chin-Kuki-Zo narco terrorists.
"The Union Home Minister had stated in the Parliament that there is foreign hand in the violence of Manipur, and therefore, it is implied that the above-mentioned 10 MLAs are of allegiance or adherence to Foreign State.
Therefore, they are liable to disqualify under Article-191 (1) (d) read with Article-192", said the memorandum.
Notably, Article-191(1) (d) of the Constitution of India states that a person shall be disqualified for being chosen as and for being a member of Legislative Assembly or Legislative Council of a State if he/ she is not a citizen of India or has voluntarily acquired the citizenship of a foreign State, or is under any acknowledgement of allegiance or adherence to a foreign State.
