ATSUM submits memo

The All Tribal Students' Union, Manipur (ATSUM) has submitted a memorandum to Amit Shah, president BJP, demanding among others setting up of Manipur State Commission for Scheduled Tribe, during his visit to the State today.
The ATSUM memo highlighted that although the State Govt had promised to set up the Commission for ST, the same remains unfulfilled till date.
Alleging that tribal quota in the Manipur Legislative Assembly Secretariat is manipulated and exploited, the ATSUM representation said that exploitation of tribal people is a reflection of the fact that the tribal people are not treated as equal partners.
And there is a wide gap between the hill people and the valley dwellers in every sphere of life � simply because special provisions granted in the Constitution of India have been deprived by way of narrow interpretation and bureau- cratic manipulation of reservations made for weaker sections of the society.
It also highlighted the non- existence of State Chief Information Commissioner and alleged that the Tribal Sub-Plan (TSP) is wrongly im- plemented.
The memo further demanded regularisation of contract lecturers of Higher Secondary schools and adhoc teachers of schools in the hills.
It pointed out that there is governance deficit in the hill districts of Manipur.
Provisions under Article 371-C of the Constitution are yet to be implemented or enforced in the hill districts, it added.
