Imphal, October 01 2014:
The proscribed RPF has denounced the Indian military for following a carrot and stick policy with regard to the people of Manipur.
Subsequent upon a bomb attack carried out by one revolutionary group on August 26 at Old Samtal, Chandel district, all the villagers were driven out from their houses and herded together at the local play ground throughout the day till 8 pm thereby exposing the villagers to both sun and rain.
While three villagers were beaten up blue and black, two families were expelled from the village.
3 Assam Rifles post commander Major Suter blamed all the villagers for the bomb attack and threatened that all the villagers would be confined within the village, the outfit alleged in a press statement issued by its publicity secretary Roben Khuman.
On the other hand, 6 Dogra of 26 Sector organised medical camps at New Songyang, Old Songyang, Maltuk and surrounding villages on August 29 while 22 AR of 28 Sector distributed computer sets to nine schools located within Thoubal district on August 30 .
Three civilians were thrashed in the most brutal manner on the charge of triggering a bomb blast at Joyland junction between Yaingangpokpi and Sabungkhok along Imphal-Ukhrul road on September 25 .
In the meantime, the Tehelka magazine in their web edition published on September 26 reported that AR personnel posted in Manipur starting from lowest ranks to the highest officers took 30 per cent of the estimated cost of contract works at the time of allotting the contracts.
News stories based on this report were also published in some vernacular dailies.
The Indian military forces have been acting as if they are very much concerned with the welfare of public through their military civic action programmes which include distribution of household articles, organization of medical camps etc.
At the same time, they have been oppressing the civilians without any mercy.
They are the agents of the Indian leaders sitting in the power corridors of New Delhi who have been continuously scheming to keep the people of WESEA, particularly Manipur subjugated for eternity.
Indian military personnel posted in Manipur have been earning additional incomes through dubious means.
It is a common knowledge how Assam Rifles personnel in cahoots with some groups have been collecting money from trucks plying on National Highways, how they have been collecting ransom money through mercenaries, how they have been serving demand letters using surrendered UG cadres and how they earn big and easy money by smuggling/dealing in drugs, liquor and ganja, the outfit alleged.
The military civic action programme was first launched in 1995 in the form of 'Operation Good Samaritan' at the cost of Rs 100 million.
The function sanctioned for military civic action programme was even bigger in the subsequent years.
How many percentage of the funds sanctioned for MCA programmes went to the pockets of military officers is anybody's guess, it added.
Whatever commodities distributed to the public are a tiny fraction of the sanctioned amounts.
The lion's share always went to the pockets of military officers.
Indian military personnel posted in Manipur have twin purposes.
The first one is oppression of civilians and the second being earning extra income through dubious means, the outfit alleged.
It is not only the military personnel, the culture of corruption runs deep in the veins of all Indians.
That is why, India always occupies the top position in the global index of corruption.
Alleging that Indian military personnel posted in Manipur have no noble intention except for their urge to exploit and consolidate the alien rule, the outfit cautioned all the people not to let themselves fall prey to the deceptive ploys of the Indian military forces.
"The only way to free ourselves from the clutch of the Indian military forces is the armed liberation movement.
Therefore, there is a growing need for all the people to support and join the liberation movement being spearheaded by the RPF", it added.
