The Technical Promotion Cell (TP Cell) of the abolished Co-operative Department is found to have granted work awards, on which basis 50 percent of the construction works on fish handling/waiting sheds/toilets at Thanga Khunjao and Karang as well as two jetties in Thanga and Karang have been completed even before disposal of the required fund by the Fisheries Department.
The matter came to light during a joint meeting of all the officials of the Departments concerned chaired by Chief Secretary today to review the inspection report submitted by a committee of engineers of the Works Department on the construction works taken up by the TP Cell.
The meeting discussed the report of the Committee on the construction works related to Medical; Consumer Affairs, Food and Public Distribution, Veterinary and Fisheries.
With regard to the Fisheries Department, the committee report pointed out progress in construction works of fish handling/waiting shed/toilet, one each in Thanga Khunjao and Karang by 50 percent and two jetties in Thanga and Karang by 52 percent though the Fisheries Department had not deposited the required fund with the TP Cell.
In connection with the construction of an office building of the Consumer Forum of the Consumer Affairs and Public Distribution at Chandel, the report of the committee noted that after half way through, the progress of the work has been stopped while second class bricks have been used in laying the foundation.
The report of the Committee also noted use of Khangra in place of Uningthou for the doors and windows of the building constructed as the Disease Investigation Laboratory of the Veterinary Department at Moreh and mentioned that overall quality of the work was not satisfactory.
Nonetheless, the Committee report do take notice of the some construction works related to the four Departments where 100 percent have been completed and some others that have been executed properly.
Meanwhile, to enhance the resources of the Power and Forest Department, a meeting chaired by Chief Secretary DS Poonia today has discussed new measures to be taken up including setting up of a Utility Protection Force for the purpose of collecting taxes.
