State reports lowest charge-sheet rate

Despite frequent incidents of crimes reported in the state, a major gap on the part of police investigation seems to be one of the deterrents in low rate of conviction of criminals.
As per Crime in India 2021 report published by National Crime Record Bureau (NCRB), Manipur has the lowest rate of charge-sheet submission.
As per the report, charge-sheeting rate was the lowest in most of the north eastern states, while it was relatively higher in many southern states.
Manipur recorded the lowest charge-sheeting rate (14.8 per cent) followed by Delhi (31 percent), Meghalaya (32.2 per cent) and Assam (38.2 per cent).
Gujarat (95.9 per cent) had the highest charge-sheeting rate followed by Andhra Pradesh (92.9 per cent) and Kerala (91.8 per cent).
Manipur reported 3204 crimes including 2484 Indian Penal Code (IPC) crimes and 720 Special & Local Laws (SLL) crimes in 2021, with a cognizable crime rate of 101 (Crime per one lakh of population).
The state has the charge-sheeting rate of 14.8 per cent in terms of IPC crimes and 40.5 per cent in SLL crimes while the overall charge-sheeting rate of the state is 20.04 per cent.
Overall charge-sheeting rates among the north eastern states are 53.6 per cent in Arunachal Pradesh, 39.4 per cent in Assam, 20.4 per cent in Manipur, 38.9 per cent in Meghalaya, 76.2 per cent in Mizoram, 72.6 per cent in Nagaland, 72.2 per cent in Sikkim and 72 per cent in Tripura.
Manipur recorded 3661 crimes (IPC & SLL) in 2019, 2986 crimes (IPC & SLL) in 2020, and 3204 crimes (IPC & SLL) in 2021, showing a rise of 7.04 per cent in the crime rate from 2020 to 2021.The state recorded 46 murder crimes involving 52 victims, nine crimes of culpable homicides not amounting to murder involving nine victims, and 95 crimes causing death by negligence relating to road accidents involving 105 victims in 2021.Out of the 95 crimes related with road accidents, 61 cases involving 62 victims are hit and run cases while the remaining 34 are other road accidents,(not hit and run) involving 43 victims.
Among the rare crimes, the state reported two dowry crimes involving two victims in 2021.The state also reported two cases of abetment of suicide involving two victims in that year.
Manipur also reported 130 crimes of attempt to murder and one case of attempt to commit suicide.
