Imphal, November 15 2013 :
Committee on Protection of Tribal Areas Manipur (COPTAM) said it is strongly against the application of 200-point Roster in the DPC for the recruitment of 898 posts of chowkidar-cum-peon on contract basis for schools under the 6 Autonomous District Councils (ADCs) in the hills.
COPTAM general secretary Thangkam Lupheng said only candidates belonging to the respective district should be appointed to the posts.
Mandatory approval by the Tribal Affairs and Hills department for the appointments under the ADCs is against the Act under which ADCs are created, said Thangkam Lupheng.
He added that ADCs are not departments but they are autonomous bodies created by an Act of Parliament.
Thangkam Lupheng then asked that if ADCs cannot function as the appointing authority the repeated claims of the chief minister on devolution and empowerment of ADCs has no meaning at all.
It can be mentioned here that United Naga Council (UNC), All Tribal Students Union, Manipur (ATSUM), All Naga Students Association, Manipur (ANSAM) and Kuki Students Organisation (KSO) have already voiced on the issue.
