Imphal, February 16 2015:
The Imphal Municipal Council Building Byelaws has been rendered toothless even though it was framed for immediate implementation in areas under Imphal Municipal Council in 2013 .
In order to implement the building byelaws effectively, the State Cabinet will discuss the matter during its meeting to be chaired by Chief Minister Okram Ibobi on Tuesday.
A reliable source informed that the State Cabinet is likely to take a decision regarding legislation of a relevant act for implement of the building byelaws.
The source further mentioned that the Imphal Muncipal Council Building Byelaws is one of the up-to-date byelaws which the State Government wants to implement in areas under Imphal Municipality, Greater Imphal and other municipal councils of the state.
According to the byelaws, any person who wishes to construct a high-rise building must seek prior permission from the municipal authorities.
Moreover, a recognized architect needs to certify that the building can withstand any form of natural disaster.
Mandatory provisions for installing solar panels and water harvesting tank in the building are also mentioned in the byelaws.
The State Cabinet will also discuss the Manipur Visitors' Regulation Bill or any other bill similar to ILP System which is likely to be introduced in the ensuing session of Manipur Legislative Assembly.
A proposal for installing a statue of freedom fighter Rani Gaidinliu in Imphal will also be discussed during the cabinet meeting on Tuesday, the source added.
