Imphal, October 21 2016:
Stating that Manipur University should follow the Central Education Institutions (Reservation in admission) Amendment Act, 2012, (31 pc for ST, 2 pc for SC and 17 pc for OBC), the Democratic Students'Alliance of Manipur (DESAM) today asserted that the demand that MU should follow the reservation norms of 7.5 pc for ST, 15 pc for SC and 27 pc for OBC is without basis and rationalilty.
This demand is also contradictory to the judgement of the High Court of Manipur and the CEI, Amendment Act 2012, said DESAM in a statement and added if anyone is against this, then they should approach a higher Court or move Parliament to amend the 2012 Act.
The demand that the reservation norms of 7.5 pc for ST, 15 pc for SC and 27 pc for OBC should be implemented is against natural justice, said DESAM and added that in Manipur the ST population is 41.1 pc.
As such reserving only 7.5 pc for ST is against natural justice, it added.
In the same vein, reserving 15 pc for SC when its population is below 5 pc of the population in Manipur does not make sense, added the student body.
The present impasse in MU is due to the lop sided decision taken by the Academic Council and ignore the 2012 Amendment Act.
The decision reeks of an agenda where brute force reigns, added DESAM.
Quoting John Rawals' 'Justice is the foundation of all human institutions', DESAM said that the present chaos and conflicts in the society is due to absence of justice.
The October 8 decision of the Academic Council will only drive deeper wedges in the deeply polarised society of Manipur, said the student body and added that it has political and social implications.
As such it would be wrong to interpret the present uproar at MU as just a question of reservation in admission, it added.
