Depts' failure encouraging encroachment of Govt land in Moreh

Even though the Revenue Department of the State Government has allotted land to various government departments along with finalizing the premium to be paid, failure on part of the concerned departments to acquire the patta of the allotted lands has led to a situation where residents of Moreh have been at their own sweet will in encroaching upon the government lands.
Sources said that with an aim to ensure efficient functioning of the various Government Departments in the border town, the Revenue Department had allotted lands on October 20, 2008 under Manipur Land Revenue & Land Reform Rules.
But the concerned departments have failed to take up necessary steps for clearing the allotment process even after six years now.
Police Department was allotted 0.5460 hectare and another 0.9793 hectare of land in two areas by the Revenue Department for construction of its quarters and office building at Moreh Village no � 95 in Chandel district while 0.5340 hectare and another 0.7430 hectare of land were allotted to Education Department for similar purposes.
Similarly, the Forest Department was also allotted 1.4335 hectare in four areas.
Furthermore, Revenue Department allotted 0.3900 hectare of land to Commerce & Industries Department for construction of trade centre and office.
Other important departments namely Fire Service, Power Department, Department of Treasury, Medical Department and PWD were also allotted land for their smooth administration.
In the aftermath of the allotment given to the respective departments, Additional Deputy Commissioner, Moreh issued an order on June 12, 2009 informing the departments to pay required premium for acquiring the lands allotted to them formally so as their registration process could be completed.
Accordingly, the Police Department was informed to pay a sum of Rs 8, 20, 910 as premium, Rs 6.87 lakhs for Education Department, Rs 7.71 lakhs for Forest Department, Rs 2.09 lakhs for Commerce & Industries, Rs 1.28 lakhs for Fire Service, Rs 51, 008 for Power Department, Rs 2.12 lakhs for Treasury Department, Rs 1.74 lakhs for Medical Department and Rs 7.18 lakhs for PWD-IB.
Despite the order, not a single department has paid the premium till date.
According to Land Revenue & Land Reform (Allotment of Land), the land allotment order can be cancelled if the concerned department fails to pay premium within two years of passing the land allotment and premium order.
With the concerned departments failing to clear the premium, now the lands allotted to them at Moreh could not be claimed by them.
Taking chance of this, local residents have encroached upon the government lands with some already started constructing houses, sources further disclosed.
