Imphal, June 09 2013:
MLA Karam Shyam has stated that he would inform the authorities concerned about swindling MGNREGS funds without executing any work in three Gram Panchayats of Langthabal Assembly segment so that the defaulters are taken to task.
It is reported that Rs 8,77,366 (Zilla Parishad share) sanctioned for construction of irrigation canal at Langthabal Mantrikhong Mayai Leikai and Rs 18,68,072 sanctioned construction of drain with cul- verts along Oinam Leikai Pukhrambam Leirak and Nao-rem Leikai Sorenshangbam Leirak have been swindled without executing the works.
Another Rs 6,43,634 sanctioned for construction of drain in 4/14 Oinam Leikai was also withdrawn even as the same work was only half done.
In addition, Rs 3,38,729 was misappropriated in the name of developing a community pond by claiming Sarangthem pond as a community pond which in reality is a private pond.
The said pond is located at Aheibam Leikai within Maibam Leikai Gram Panchayat.
In the same manner, Rs 5,64,678 was withdrawn in the name of developing a community pond by wrongly presenting Lairenlakpam pond as a community pond.
The MLA during his field inspection trip today found that the works done for renovation of drain from Liwa Bokul Makhong to Mutum Leirak against the sanctioned amount of Rs 5,04,360, construction of drain Oinam Leirak, Heirangoithong against the sanctioned amount of Rs 6,27,303, construction of drains along Wahengbam Leirak, Lourembam Leirak and Laishram Leirak against the sanctioned amount of Rs 10,72,624 and land development and earth filling work against the sanctioned amount of Rs 5,36,743 were far from satisfactory.
In the name of repairing of the road from Waikhom Chaoba Leirak to Khong-nangpheidekpi under Oinam Thingel GP which was already black-topped, a sum of Rs 9,71,000 was withdrawn.
Again, by claiming that Sagolsem Leirak is 3.66 metres wide whereas the lane is just about four feet wide, a sum of Rs 6,48,431 was withdrawn for repairing the lane up to WBM stage.
Taking strong exception to these fraudulent practices of swindling public money without executing or partially executing the allotted works, MLA Karam Shyam stated that he would file a complaint with the District Level Vigilance and Monitoring Committee so that the defaulters are given befitting punishment according to law.
Langthabal AC and Manipur can march on the path of progress only when funds sanctioned by the Government of India and Government of Manipur reach grassroots level.
