MUCA blames FO-in-charge

The Manipur University Contractors' Association (MUCA) has blamed the university's Finance Officer-in-charge and his financial indiscipline for all the setbacks suffered by Manipur University in the field of infrastructure development.
Speaking to media persons at Kakwa community hall today, MUCA president Laishram Guni said that all financial matters of Manipur University have been fully monopolised by Assistant Finance Officer and FO in-charge Konsam Jibankumar.
Utilization of funds sanctioned for different construction works has been blighted by serious anomalies.
Flow of funds has been ceased on account of failure to submit utilization certificates in time, Guni said.
As files of all construction works have been literally put in cold storage at the behest of Jibankumar, contractors working in Manipur University have been enduring severe constraints.
As a result, construction works of hostels, quarters, auditorium and international guest house have been making very little progress.
However, bills amounting to Rs 10 to 20 lakh are being released without any hassles in the name of departmental works.
As no tenders were held for these departmental works, a substantial amount of income which otherwise should accrue to the State exchequer for selling tender forms and collection of taxes has been lost, Guni said.
All concerned need to introspect whether Jibankumar is fit for the post of MU Finance Officer, said Guni while appealing to the MU authority to replace Jibankumar with a more capable person.
