Transformers at Ukhrul still not fenced

The parents of the young boy whose left hand had to be amputated after he got an electric shock from a transformer, have appealed to the District Legal Services Authority, Ukhrul to conduct an enquiry and instruct the authority concerned to put up fences around the transformers present in the district as well as to provide necessary aid/ relief to the victim at the earliest .
The young boy, identified as Themmarak Kamkara (7) s/o Somi Kamkara of Nungbi Khullen (at present staying at Khampasom, Ukhrul), is a class I student of Oriental Naga Academy, Hargui Katek, Ukhrul .
The unfortunate incident occurred on September 6 .
On that day, the young boy went to participate in an Edu Fest organised at Ukhrul Town hall, which was graced by Education Minister Thokchom Radheshyam .
During the programme, the young boy went to urinate near the back of the town hall and while searching for a spot he got an electric shock from the transformer .
He initially received treatment at RIMS for around two weeks, during which his left little finger and ring finger were amputated.
However, his condition worsened and on his family's wishes, he was discharged from RIMS and taken to JNIMS .
The doctor at JNIMS had to amputate the young boy's left hand upto the wrist and his parents were advised that, if the condition worsened, the boy's right hand would also have to be amputated as well (as it had suffered serious burns) .
It may be mentioned that MSPDCL Executive Engineer/ Ukhrul Division has already provided a financial aid of Rs 60,000 to the victim's family and the local MLA, Khasim Vasum also gave a financial aid of Rs 10,000 to the family .
The unfortunate incident was first published in the October 21 edition of The Sangai Express and as per the news report, Manipur State Legal Services Authority instructed the District Legal Services Authority, Ukhrul, to conduct an enquiry and submit a report regarding the incident .
According to information received by The Sangai Express, the report of the enquiry was submitted to the Member Secretary of Manipur State Legal Services Authority on December 12 by Alek Muivah, the Secretary of District Legal Services Authority, Ukhrul .
According to the source, the submitted report recommended bringing up the issue to the High Court of Manipur as the accident occurred due to negligence on the part of the authority .
The source further said that steps are being taken up to instruct the authority concerned to properly fence the transformers present in Ukhrul district at the earliest .
No legal aid has been provided to the victim till date, the source said and added that a similar case occurred in Himachal High Court, under Writ Petition No 475 of 2013 in which the Court directed the authority concerned to pay a compensation of Rs 1,25,000 to the victim.
