Imphal, December 22 2014:
One valley-based UG group was behind the bomb blast at Khoyathong on December 21 which killed three people apart from injuring four others, Deputy Chief Minister Gaikhangam stated on the floor of the Assembly today.
During zero hour, MLA Joykishan while terming the bomb blast as tragic, called upon the Government to give a statement in the House on the bomb blast as the Assembly session was going on.
On the other hand the Cabinet has approved payment of ex-gratia to families of deceased as well as injured victims of December 21 bomb blast.
Rs 5 lakh would be given to families of each deceased victim while those who suffered critical injuries would get Rs one lakh while those who sustained minor injuries would be given Rs 50,000 each.
Even though police claimed to have arrested one individual reportedly involved in triggering the bomb blast of December 15 at MG Avenue, police did not divulge any details, Joykishan.

He then asked the Home Minister if any steps have been initiated to award befitting punishment against people involved in fatal bomb blasts.
Acknowledging the significance of the motion, the House took up the same motion as short notice motion even though it was raised during zero hour.
The bomb which killed three people at around 6.10 am of December 21 was an IED.
The bomb was planted there to target non-local people and one valley-based UG group was behind the attack, Gaikhangam asserted in his statement.
Of all the injured and deceased victims, three belong to Uttar Pradesh while one injured victim hails from Nagaland.
Even though the hands of one valley based UG group is suspected, no UG group has claimed responsibility for the bomb blast so far.
After registration of an FIR at Imphal West police station, due investigation has been launched.
Asking all concerned not to target unarmed civilians, Gaikhangam suggested democratic ways and means in raising any demand or pursuing certain aspirations.
Such violent activities fit the category of terrorism and it would not bring anything positive, Gaikhangam added.
