Imphal, December 22 2014:
Chief Minister O Ibobi was taken by surprise when MLA Shyamkumar claimed that the plots identified for construction of a store room for Manipur State Power Corporation Limited and an office of PWD Mechanical Division at Lairenpat was a playground.
Due allotment orders have already been issued for construction of the store room and the office at Lairenpat located within Kshetrigao Assembly Constituency in Imphal East district.
But MLA Shyamkumar contended that these plots are parts of a playground and demanded revocation of the same allotment orders.
Responding to the matter of public interest raised by the MLA, Ibobi noted that Lairenpat is a low-lying area as indicated by the earth work seen there.
It was simply amazing that the low-lying area was used as a playground, Ibobi remarked.
As per the guidelines of the Medical Council of India (MCI), mandatory playgrounds and other infrastructure should be developed without undue delay.
But this requires shifting of the Manipur State Power Corporation Limited's store and PWD Mechanical Division office located within JNIMS complex.
That was why the Government issued allotment orders for the Lairenpat plots.
Before the allotment orders were issued, the same area was inspected repeatedly together with relevant officials.
It was after the allotment orders were issued that the process of land development was initiated.
During this process no one raised any objection, Ibobi stated while questioning the motive behind the sudden uproar.
The area is a Government khasland and it was demarcated after repeated verification.
Now the official process of handing and taking over has been completed.
The same area might have been used as a playground at some point of time but there is no harm in developing playground in another place in the interest of players, Ibobi added.
