Lockdown 4.0: What is permitted and what is not; restrictions intensified before guidelines

With the Centre extending the lockdown till May 31 with relaxations that are aimed at re-opening the economy with the operation of all the markets, offices, industries and business, the State Government too has issued its own guidelines to be effective in Manipur.
As per the new guidelines, the list of what is permitted and what is prohibited was issued late in the evening today.
Total curfew in Imphal city and all other district headquarters till May 31 will be in force from 6 pm to 6 am every day.
As per an order issued by the Chief Secretary, the lists of permitted and prohibited are;
Prohibited activities
Flight services, schools and colleges, training and coaching centres, hotels, restaurants, cinema halls, shopping malls, theatres, sports, entertainment, all religious places, places of worship and religious congregations.

Activities permitted till May 31
Home delivery of essential commodities, locality based retail shops dealing with essential commodities to be opened from 6 am to 2 pm, social distancing to be maintained by all and masks should be compulsorily worn at all public places, wholesale markets, except on Sundays.
Movement of people on vehicles restricted except pass holders, said the order.
Movement of cargo and goods, health related activities, public utilities including home delivery of LPG, postal services, agriculture and allied activities, fisheries, animal husbandry, bank branches and ATMs, operation of homes for children, disabled, mentally challenged, disbursement of pensions, online teaching, MNREGA works, shops dealing with construction materials like cement and steel, shops dealing with spare parts and repairing works, construction activities, private vehicles for emergency purposes, offices of Central and State Governments are allowed.
Earlier in the day before the State Government worked out its version of what is permitted and what is prohibited.
Personnel of Manipur Police were seen patrolling early in the morning and doing publicity about the new phase of lockdown and its 'new guidelines' using mikes at several places of Imphal and Greater Imphal areas.
Vending of vegetables and opening of shops could not be seen at several places of Imphal and Greater Imphal areas unlike the past one week or so.
Police personnel deployed in several pockets of Imphal valley also stopped commuters on the streets and carried out checking and verification of curfew passes.
Commuters who defied the lockdown protocol, such as not possessing valid passes and not wearing masks were detained.
DGP LM Khaute informed that Manipur Police Department has started closely monitoring the movement of people on streets and highways besides actively carrying out verification works of valid pass for commuters to ensure that the MHA guidelines for phase 4 lockdown are strictly implemented in the State.
He went on to say that commuters who fulfil the criteria and obey protocol set by the Government have been duly exempted from the lockdown.
Police patrol in urban areas as well as in distant places, including the vicinity of quarantine centres located in several places has been going on in full swing in order to maintain orderliness.
Manipur Police have also taken up several measures for smooth and swift transportation of returnees from Jiribam Railway station and Mao Gate by deploying police personnel in several pockets and conducting ROPs day and night on highways under the supervision of high ranking officials, including Jiribam SP and a CO of IRB, the DGP added.
He also said that police personnel are also being engaged at quarantine centres to ensure that adequate precautionary measures and proper protocol have been taken up in and around these centres.
Seeking public cooperation in the implementation of new guidelines and protocol for phase 4 lockdown in the State, the DGP claimed that Manipur Police will continue to strictly enforce the new guidelines and protocol in the following days.
