Subordinates replace HoDs in RIMS on basis of inapplicable norms

Based on an office memorandum which is otherwise not applicable in RIMS, the Director of the medical institution has removed 15 Heads of Department and replaced them with their subordinates.
A reliable source informed that Deputy Secretary of the Ministry of Health and Family Welfare VP Rana issued an office memorandum on February 24 this year which said that Directors, Principals, Deans, Medical Superintendents, Additional Medical Superintendents and Heads of Department of medial institutions/colleges whose age have crossed 62 can work up to 65 years by going back as Professors in the institution.
Sixty five years is the age of superannuation.
Based on this office memorandum, RIMS Director Sekharjit ceased service of 15 Heads of Department and they were replaced by their subordinate officers in accordance with the memorandum.
Towards this end the Director issued separate orders on March 17 this year.

The department whose HODs have been replaced are Medicine, Surgery, Plastic Surgery, Anaesthesia, OBS Surgery, ENT, PMR, Anatomy, Bio-chemistry, Pharmacology, Dermatology, Dentistry and Chest Medicine.
Anguished by the Director's order, former HOD, Respiratory Medicine Dr N Tombi filed an application by exercising RTI Act to the CPIO, Ministry of Health and Family Welfare on May 24 seeking clarification whether the office memorandum issued by Deputy Secretary VP Rana was applicable in RIMS or not.
In response, Dr N Tombi received a letter from the Ministry of Health and Family Welfare Under Secretary and CPIO Amarjit Singh on June 12 which categorically stated that the office memorandum on February 24 must not be applied in RIMS.
After receiving this clarification, the 15 former HODs filed a petition a Gauhati High Court with Dr N Tombi as the principal petitioner.
Counsellor of the petitioner Advocate Jotindro informed that the Court has asked the respondent to explain within three weeks why the order issued on March 17 by the RIMS Director should not be rescinded.
