The militant organizations under the Suspension of Operation (SoO) agreement, having close nexus with the Chin-Kuki-Zo militants from foreign country, are indulging in terrorist activities including killing of innocent Meitei people, arson of dwelling houses, said an affidavit filed by the Manipur State Council, Communist Party of India (MSC, CPI) with the Commission of Inquiry (Manipur Violence) .
The three paged affidavit was filed by Leishangthem Thoiren Singh, secretary MSC, CPI on behalf of the party.
The affidavit details that the Kuki militant organisations, parties to the tripartite Suspension of Operation (SoO) agreement with the Government of India and Manipur State Government, are deeply involved in the current violent crisis and they have broken the ground rules of the agreement.
"The Chin-Kuki-Zo militants from Myanmar are very much involved in the ongoing turmoil in the State of Manipur," said the affidavit.
The underground outfits which are under the tripartite SoO agreement are actively involved in the present crisis, and this amounts to foreign aggression on Indian territory or as a case of mass genocide perpetrated on the Meitei community of the State, it said.
The present crisis or turmoil prevailing in the State of Manipur is not a mere case of law and order or a case of communal flare up between two communities namely Meitei community and Kuki community, said the affidavit.
It said the militant organizations under SoO agreement, having close nexus with the Chin-Kuki-Zo militants entering from foreign countries, are indulging in all sorts of terrorist activities including killing of innocent Meitei people, arson of dwelling houses, etc.
The militants do not remain in their designated camps in sheer violation of the ground rules of the SoO agreement, it said.
The affidavit said that the hill areas of Manipur are mostly inhabited by tribes including the Kukis and the Nagas and their sub-tribes.
The land in the Kuki areas in the hills are considered to be belonging to the village chiefs.
The Meitei and other non-tribal communities cannot buy and sell land in the hill areas whereas the tribals can buy any piece of land in the valley areas and sell to the non-tribal people, it added.
As confirmed recently by Chief Minister N Biren Singh, there have been rampant increase in the number of villages in the hill areas of Manipur inhabited by Chin-Kuki tribal people more particularly in Tengnoupal district, Chandel district, Churachandpur district, etc as a result of influx from foreign countries, said the affidavit.
Further, the demand of the 10 MLAs for creation of a separate administration for Kuki-Zo community is a serious matter and it aims at disintegrating the State of Manipur and the Indian Union, said the affidavit.
Meanwhile, a late report said the Manipur Pradesh Congress Committee (MPCC) has also submitted an affidavit to the Commission of Inquiry (Manipur Violence 2023) in New Delhi.
MPCC vice president Hareshwar Goshwami and High Court Advocate Ningombam Bupenda Meitei submitted the affidavit to the Commission in its office.
