An FIR has been registered against Moirangthem Totomshana, Independent candidate for Inner Manipur Parliamentary Constituency seat, for making derogatory statements against Chief Minister N Biren Singh.
Moirangthem Totomsana alias Nongshaba (50), s/o Tombiyaima of Heirok Part II Mayai Leikai made the statement during a live debate broadcast on an electronic media platform in connection with the upcoming Lok Sabha elections 2024 yesterday.
It is worth mentioning that District Election Officer/Deputy Commissioner Imphal East district Khumanthem Diana Devi also submitted a request to Superintendent of Police, Imphal West district to take legal action against Moirangthem Totomshana for his derogatory statement against the Chief Minister by violating the provisions of the Model Code of Conduct and for threatening the Chief Minister with physical harm during the live telecast of the debate/show.
She further instructed the Imphal West SP to furnish the action taken report by April 5 .
The DEO added that such highly inflammatory and intimidating speech made by a contesting candidate, has the effect of promoting feelings of enmity, hatred, ill-will and creating disharmony between and among the different political functionaries, which may impair the various initiatives and efforts put in by the Election Commission of India to conduct a peaceful election.
Mention may be made that recently on March 22, Court concerned of Imphal West had ordered the release of Moirangthem Totomsana on bail in connection with another case registered at Imphal police station in March for uploading a video of himself making similar derogatory remarks on Facebook which went viral.
He was arrested on March 17 at around 1 pm from his residence for the short video where he was seen replying to another person who had posed several questions relating to the Chief Minister and the law and order situation in Manipur.
Responding to the questions, Totomshana said in the video that Manipur has become a lawless society and there is no democracy in the State.
He added that the situation in Manipur will only improve when Chief Minister N Biren Singh is removed.
Totomshana contested the 11th Manipur Legislative Assembly election 2017 from 33 Heirok Assembly Constituency on an All India Trinamool Congress ticket.
In 2019, he contested for the Inner Manipur Parliamentary Constituency seat as an Independent candidate.
