Stray bullet hits man

In an apparent case of negligence, a man was injured at Kumbi Lamlong today around 12.15 pm after being struck in the thigh by a stray bullet fired from the gun of an Army personnel.
The injured has been identified as Oinam Bihari (41) alias Ibomcha, s/o Late O Sanajaoba and O Chaobi of Keiranphabi Maning Leikai in Thanga AC .
He runs a shop selling vehicle spare parts at Kumbi Lamlong.
Following the incident, Bihari was immediately rushed to Bishnupur district hospital by the Indian Army personnel and was later discharged after receiving treatment.
According to some residents of Kumbi, the Army who later turned out to be personnel of 2nd Mahar Regiment fired the bullet while travelling in a military vehicle from the Kumbi Setupur side toward the southern part of Kumbi Lamlong.
The bullet struck Bihari's right thigh.
The Army personnel administered first aid to the injured man immediately before transporting him to Bishnupur district hospital.
Maibam Khingba, who operates an auto workshop adjacent to Bihari's shop, said he heard a gunshot around 12:15 pm.
He stated that he saw a bulletproof vehicle parked near the Kumbi Lamlong-Ithai comer at the time, with the gun mounted on top emitting smoke.
Bihari was selling a vehicle spare part to a customer at that moment, he said and added that Bihari was found injured on his right thigh, and they tied cloth around the wound before he was taken to the hospital by Army personnel.
Later, a group of women from Kumbi, Keirampabi, Moirangkhunou, and other adjacent villages gathered at the incident site.
Speaking to the media, social activist Jaya Khangembam described the incident as deeply unfortunate, adding that it has left residents feeling insecure.
Questioning why the Army personnel failed to secure the gun with a safety lock, she asked what might have happened had the gun fired additional bullets.
She appealed to the relevant authorities to investigate the incident thoroughly and ensure such occurrences do not happen again.
Jaya also demanded that all guns mounted on military vehicles be secured firmly.
Saying the Army has tendered an apology for the incident and that they are awaiting a meeting with the concerned Commanding Officer, she added that, according to the Army, the bullet was fired accidentally because the vehicle went out of control while traveling on the extremely bad road from Kumbi to Wangoi.
The road stretch from Kumbi to Wangoi is in pretty bad shape, Jaya agreed and warned that they may block the road if the relevant authorities fail to address the matter.
