AMSU submits memo to Governor, CM

The All Manipur Students' Union (AMSU) has submitted a 10-point memorandum to Governor Ajay Kumar Bhalla and Chief Minister Yumnam Khemchand Singh urging action against illegal immigrants and to delay census exercises in Manipur.
In the memorandum, AMSU urged the State Government to immediately constitute an expert committee consisting of demographic, academic, legal experts etc and entrust it to find amicable solutions to the crisis concerning census 2027, delimitation and the need for updating the National Register of Citizens, specially in the context of massive influx of illegal immigrants.
It urged the State Government to immediately review the functioning of the Manipur Population Commission and empower it by making it autonomous.
"The commission be entrusted to frame Manipur Population policy urgently and give necessary expert advice to the Govt for safeguarding the indigenous Manipuris" .
Thirdly, the State Government must frame appropriate laws and rules for protection of indigenous Manipuris and also reserve certain Assembly Constituencies for them, it said.
Quoting a judgement of the Supreme Court, AMSU then urged the Government of India to treat illegal immigration from Myanmar into Manipur as an 'external aggression' and defer the upcoming census 2027 in Manipur until a full scale updation of the NRC in Manipur is effected and completed.
Considering the alarming demographic shift taking place in the State, the Government must implement the accords of 1980 and 1994 by April 2026 to check illegal immigrants, AMSU said, cautioning of various democratic forms of agitations if the accords are not implemented by the given time.
AMSU further urged the Government to immediately constitute a Foreigners Tribunal in Manipur and start the process of identification, detention and deportation of illegal foreign Nationals.
Entitlements meant for genuine citizens must not be extended to illegal foreign Nationals, it added.
