UNC presents stand on FMR, fencing to PM

The United Naga Council (UNC) submitted a memorandum to Prime Minister Narendra Modi during his visit to Manipur yesterday.
The memorandum drew the attention of the Prime Minister on issues regarding the revised Free Movement Regime (FMR), border fencing and urged the Government of India to bring about a logical conclusion to the protracted Naga peace talks, based on the Framework Agreement.
Notably, the memorandum was submitted days after the UNC suspended a 'trade embargo" it imposed on September 8 midnight which paralysed all transportation on the Highways.
The blockade was called after a series of talks with the Government of India on the revised FMR and the border fencing along the Indo-Myanmar border fell flat.
The UNC has denounced the revised Free Movement Regime (FMR) which has reduced the limit of movement of people across the India-Myanmar border to 10 kilometres.
It has repeatedly urged the Government of India to stop fencing the IndoMyanmar border in Naga areas.
The UNC's memorandum urged the Prime Minister to personally intervene on the issues and review the revised FMR and border fencing project with Ministries concerned and the Manipur Government to hammer out a "win-win formulae" in consultation with the Naga people.
In the memorandum, the UNC also hailed the Framework Agreement, inked on August 3, 2015 between the Government of India and NSCN (IM).
The Nagas have great hope and confidence in the leadership of the Prime Minister, it said, urging him to bring about a logical conclusion to the Naga peace talks.
The UNC also mentioned the Manipur conflict and said it expects the PM's visit will heal the conflict-tom State.
It underscored that the Nagas have maintained principled neutrality throughout the conflict and proactively reached out to the conflicting communities for restoration of peace and normalcy.
