The project in the pipeline for improving Shangshak-Tengnoupal stretch of the NH-102A must be executed maintaining the highest quality and completed on time, a committee of villages under Kasom Khullen sub-division has said.
Tenders are being floated for the project which -will widen the National Highway-102 A into a 2-lane road with hard shoulders.
However, bidders have been noticed to have quoted abnormally low percentages below the sanctioned amount.
This has caused apprehension among the communities along the Highway, said the Committee on National Highway No 102A Affected Villages Under Kasom Khullen Sub-division in the statement.
Bidders quoting abnormally low percentages below the sanctioned amount could lead to poor execution of the project, cause delays and abandonment of the works.
The Highway is a vital lifeline, and as such, "our community" will not tolerate such poor practices, said the committee.
"We urge all participating firms to submit bids that are reasonable, sustainable, and reflective of the actual cost required for high-quality construction in our challenging hill terrain.
Any bidder attempting to undercut to an unrealistic level must take serious note.
If the quoted percentage is deemed too low to ensure quality and timely completion, we will not allow such construction to proceed in our area," said the committee.
Any contractor intending to quote below the sanctioned amount must first bring a clear understanding and agreement with the committee, regarding how quality and timely completion will be ensured under the rates they quoted, it added.
A strict quality monitoring system will be maintained throughout the execution of this project.
The contractor will be solely responsible for any outcome and consequences arising out of public protest due to poor-quality work or negligence in execution, the committee cautioned.
This road is a lifeline for our people, not a low-cost experiment.
We expect commitment, integrity, and fairness from all parties involved," said the committee.
