Home guards decry move to cancel duty allowance

Manipur Home Guard Employees' Association has stated that it will fight the review petition filed in the Supreme Court by the Ministry of Home Affairs to cancel the duty allowance given to home guards.
Addressing a press meet at the Association's office in Luwangsangbam on Monday afternoon, Association president Y Mangi said that the Supreme Court had ruled in 2015 to bring the duty allowance of home guards on par with police personnel.
However, on January 24, the union home secretary instructed the chief secretaries of states and union territories to file petition to the Supreme Court for reviewing the 2015 ruling.
The central government has already filed a review petition in this regard, he added.
Informing that the Association had filed a caveat petition to the Supreme Court on April 19 against any review petition filed by the state government either at the apex court or the High Court; Mangi recounted that a meeting against the review petition was held at Thangmeiband Kunthokhanbi Shanglen on Sunday and adopted two resolutions.
They included resolutions for the Association members to pool money to fund the expenses for fighting the review petition in the court and conveying the decisions made during the meeting to the authorities concerned.
He continued that the central government's attempt to cancel the duty allowance is basically humiliating the home guards and thus, the Association will not remain silent when it concerns the very survival of the home guards.
