JAC says no agreement yet, calls total shutdown

Bishnupur, April 18 2026:
Issuing an ultimatum that the Government has time till April 25 to arrest the perpetrators of the recent Tronglaobi bomb attack, the Joint Action Committee formed in connection with the incident has called for a total shutdown till April 25 .
The total shutdown across Manipur will begin from midnight today and last till April 25 .
In case the Government fails to arrest the perpetrators by the given time, the JAC will continue to launch intense forms of agitation, it said.
The Tronglaobi attack on April 7 killed two children and injured their mother.
Three persons were later killed on the same day in CRPF firing on protesters who protested against the attack.
Addressing a press meet in presence of leaders of several civil bodies and Meira Paibi leaders, the committee's convenor, Sinam Ajit Kumar clarified that the JAC has not yet reached an agreement with the State Government.
There were no agreements in the talk yesterday with the Chief Minister.
It was a misspoke that gave the impression that a consensus was reached, he said.
He further informed that the JAC will consult with CSOs and Meira Paibi Lups before taking up all future steps.
During the press meet, Meira Paibi leader Chanambam Maipaktombi said two more points have been added to the list of demands raised by the JAC to the Government.
The two points include a demand to the Government to arrest the perpetrators of the Tronglaobi bomb attack by April 25, and a decision to impose a total shutdown across Manipur from midnight today till April 25, she said.
Different forms of agitation will follow if the Government fails to arrest the culprits by the given time, she added.
Oinam Mangalnganba, the father of the two children killed in the bomb attack, said he wants the Government to swiftly arrest the perpetrators and bring them to justice by handing them the "death penalty" .
He expressed dissatisfaction that days of NIA investigation have led to nowhere.
The perpetrators have not been identified and produced.
The Government ought to act swiftly and deliver justice, he added.
