Imphal, October 04 2025:
A public meeting held today has resolved to exert pressure on the Government of India to ensure free movement of all communities on the National Highways of Manipur.
A public meeting held today at Iboyaima Shumang Leela Shanglen, Konung Lampak under the aegis of the Awang Sekmai Kanba Nupi Lup, Imagi Meira and Manipur International Youth Centre resolved to take the matter of free movement of National Highways to the Government of India, the Governor of Manipur and other authorities concerned.
The meeting also resolved to urge authorities for resettlement of all IDPs at their native villages within a specific period at the earliest.
Annulment of the latest SoO agreement and upholding the Manipur State Assembly's resolution on SoO agreement was another resolution adopted at the public meeting.
The meeting further agreed to launch a mass movement together with all the people of different communities to see that the three resolutions are translated into action by the Government authorities.
Speaking at the meeting, MIYC coordinator MC Meetei pointed out that a large number of people, particularly two communities are unable to move freely on National Highways on account of the violent crisis which erupted on May 3, 2023 .
This is a blatant violation of constitutional rights.
It also amounts to India stepping back from its international commitments including the Universal Declaration of Human Rights, MC Meetei said.
Around 60,000 people displaced from their homes by the violent crisis are still living in relief camps, unable to go back to their villages, he said.
The SoO agreement was signed in 2005 between Assam Rifles, KNO and UPF.
It became a trilateral agreement in 2008 after the State became the third signatory.
Even as the State Government withdrew from the SoO agreement citing blatant violation of the SoO clauses by Kuki militants, a trilateral SoO agreement involving the Centre and the State was signed with KNO and UPF on September 24, 2025, he said.
