Vigilance proposes audit on PMGY fund use

Imphal, February 02, 2011: Suspecting misappropriation of a huge amount of fund from the School Education Department's Prime Minister Grameen Yojana (PMGY) sanctioned for construction of school buildings and toilet complexes in 2004-05, the Vigilance Commission has recommended audit of the local fund.

A highly placed source informed that the Finance Department released Rs 4,46,57,000 to the Education Department in the form of LOC for construction of school buildings and toilets but a huge amount of money was detected in the department's bank account though this amount was not present in the department's cash book.

This was discovered in the course of an enquiry conducted by the Vigilance Commission and it subsequently recommend for audit.

The amount released by the Finance Department was meant for construction of two classrooms each for 18 schools at Rs 2,99,55,500 (Bill No 318) and 81 toilet complexes at Rs 1,00,58,500 (Bill No 319), repairing of 61 junior high schools and 19 primary schools at Rs 46,27,000 (Bill No 320). On checking the cash book for the works undertaken by the School Education Department under PMGY in 2004-05, a total of Rs 3,57,91,137 including Rs 2,42,52,407 from Bill No 318, Rs 81,90,852 from Bill No 319 and Rs 33,35,878 from Bill No 320 were found released.

Even though it was said that Rs 88,87,863 was in the balance after deducting the amount released for the works done, it was detected that Rs 57,03,093 pertaining to Bill No 318 was not entered in the department's cash book.

On further checking the department's account (No 5314) at UBI Paona Bazar branch, Rs 6,14,60,173 was found in the same account inclusive of Rs 1,89,35,269 for the PMGY works.

With the detection of these hints about misappropriation of a huge amount of fund, the Vigilance Commission recommended audit of the local fund and also to submit report of the audit within March 18 this year.
