Booklet released on delimitation

Imphal, April 21 2025:
Six student organisations of the state released a booklet titled 'Delimitation in Manipur: Risks, Reforms and the Road Ahead' at Manipur Press Club on Monday.
The organisations are Manipuri Students' Federation (MSF), Democratic Students' Alliance of Manipur (DESAM), Kangleipak Students' Association (KSA), Students' Union of Kangleipak (SUK), Apunba Ireipakki Maheiroi Sinpanglup (AIMS), and another union.
Speaking at the release event, coordinator of the conglomerate, Ningthoujam Dhanakumar informed that the booklet, based on an article by demographer Prof RK Narendra, offers a comprehensive analysis of the political and demographic implications of the upcoming delimitation exercise under the Delimitation Act, 2002.It covers the historical background of delimitation in India and flags concerns over the use of the 2001 Census data, which the groups argue is outdated and unreliable.
According to the analysis, the valley districts - Imphal East, Imphal West, and Bishnupur - may lose one assembly seat each, while hill districts like Senapati, Chandel, and Ukhrul are projected to gain.
The student bodies warned that such changes could disrupt the state's delicate socio-political balance and further marginalise the unreserved category, potentially leading to ethnic tensions and unrest.
To mitigate these risks, the organisations recommended screening of migrant populations through NRC-like mechanisms and upgrading the Manipur State Population Commission into an autonomous body.
The booklet will be circulated from April 24 in schools, colleges, and local communities across the state along with a campaign to raise awareness on the issue.
