Imphal, July 21 2025:
Inter-District Boundaries Re-Organisation Demand Committee for Administrative Convenience (IDBRDCAC) on Monday submitted memorandum to Governor Ajay Kumar Bhalla demanding for re-organisation of inter-district boundaries for administrative convenience and justice.
As per a memorandum jointly signed by IDBRDCAC convener Th Pamei, secretary Gailanchung Kamei, Rong mei Naga Chief Association, Churachandpur and Kangpokpi districts chairman K Adim and JAC on Merger of Taiphai Area to Noney District, Manipur chairman PG Agang, the indigenous tribes namely Rongmei (Zeliangrong), Kharam, Chiru, Inpui, etc., (total 21 villages) who are living under the Saitu assembly constituency of Sadar Hills, now Kangpokpi district, and indigenous tribes settling in Henglep AC of Churachandpur district namely Rongmei (Zelianrong), Chiru, Chothe, etc., total 19 villages) have been facing untold hardships for the last many decades due to political marginalisation, economic deprivation, disadvantages in administrative processes and judicial issues, where the minority group has the feeling of insecurity even in pursuing judicial issues and attending or appearing court(s) cases proceedings specifically pertaining to land and other serious issues in the majority dominated areas.
Several memoranda and representations were submitted to successive governments in the past highlighting the grievances and untold sufferings and demanding re-organisation of inter-district boundaries to facilitate amalgamation of those villages belonging to the said indigenous tribes into Tamenglong district, now Noney district.
However, successive governments have been pursuing and upholding the British colonel policy of suppression and subjugation upon the indigenous minorities groups of people, it decried.
IDBRDCAC, in the memorandum, emphasised that the tall claims of leaders that the country has enacted various laws to protect and safeguard the indigenous minorities section of the people after attainment of freedom from the bondage of the British colonel rule has reduced into complete mockery and farce.
"Unable to bear the brunt of disadvantages in all fronts and perpetual suppression by the dominant and majority groups of people upon smaller indigenous tribes, they have decided to part from Saitu AC of Kangpokpi district and Henglep AC of Churachandpur district, so as to merge with Noney district for administrative convenience and for the ends of justice," it said.
Asserting that having no alternative and efficacious mode to draw the attention of the government, IDBRDCAC warned that the aggrieved and disadvantaged people of the indigenous minorities groups in the two ACs may resort to various measures in the event of failure of the Governor to fulfil their genuine demand.
The memorandum continued that the measures include payment of village hill house tax to Noney deputy commissioner, to process for deletion of electors (voters) from Saitu and Henglep ACs forthwith, to process for registration in the electoral rolls of Noney district and to take up different modes of sustainable democratic protest and agitation any time as required until the government effect re-organisation of inter-district boundaries for the ends of justice.
