ANSAM places grievances before PM

The All Naga Students Association, Manipur (ANSAM) submitted a memorandum to the Prime Minister yesterday, seeking his intervention to improve educational institutions, medical infrastructure and road connectivity in Naga areas.
While education is of vital importance, the people in the hills of Manipur are relatively deprived of the right.
Most of the parents in the Naga hills can't afford to send their wards to private schools, and there are only a few Government educational institutions in the hills, said ANSAM in the memorandum.
Further, the existing Government institutions in the hills don't have adequate infrastructure.
In absence of the basic requirements, and as a result of misgovemance, the number of dropout students in the hills has increased.
Moreover, the absolute absence of State or Central University in the hills though it represents 80% of the State's geography is social discrimination, the memorandum stated.
The healthcare institutions in the hills too are in a sorry state, ANSAM said.
All the district hospitals, community health centres are running without adequate manpower and specialist doctors.
The healthcare institutions lack even the basic facilities.
Expecting mothers, children and patients with serious illnesses face immense hardship due to the absence of basic medical facilities.
Many are compelled to travel for hours, sometimes days over rough terrain to access even the basic treatment, it said.
The hills have also remained neglected in terms of connectivity.
The hills lack all-weather roads.
The State Highways and the National Highways are also far behind in standard, ANS AM said.
It urged the Government of India to establish Central sponsored institutions and universities, including JNV, KVS, EMRS, KGBV, IT institutions, IIM, Agriculture University and a Central Hill University in the Naga hill areas of Manipur.
It also urged the Government to establish primary sports institutions like Sports Authority of India (SAI) and upgrade the District Sports Complexes in the Naga hill districts.
It further sought special educational scholarship schemes for students below the poverty line.
To improve the healthcare sector, ANSAM urged the Prime Minister to upgrade District Hospitals to 200 bedded hospitals and open medical colleges in the Naga hill districts in Manipur.
It also sought the PM to ensure adequate manpower and facilities in all the healthcare institutions, and launch mobile health units and ambulance services to reach remote and interior villages.
To improve connectivity, ANSAM called on the Prime Minister to connect every village with their respective district Headquarters with all-weather roads.
It urged the PM to upgrade and complete ongoing construction of National Highways and State Highways in the hill districts, and ensure regular maintenance of all rural roads.
ANSAM also urged the Prime Minister to review the revised Free Movement Regime (FMR), and stop fencing along the IndoMyanmar border.
It appealed to the PM to bring about a logical conclusion to the Naga peace process, based on the Framework Agreement and recognizing the Naga flag and Constitution.
