The Manipur Pradesh Congress Committee (MPCC) has asserted that ex-Chief Minister N Biren has been consistently trying to blame the previous Governments to cover up his own failures.
Speaking to media persons at Congress Bhavan, BT Road here today, MPCC vice-president Hareshwar Goswami said that ex-CM Biren has been making all kinds of whimsical and irresponsible statements.
N Biren kept changing his stand on the violence which erupted on May 3, 2023 .
The ex-CM first attributed the crisis to illegal immigrants and the drug cartels.
Then he said that the ST for Meiteis demand was the reason, the MPCC vice-president said.
Before President's Rule was imposed in the State, N Biren who was then serving as the Chief Minister of Manipur claimed that normalcy had returned in the State.
But one cannot claim that normalcy has returned just because no gunshots are heard.
The Government is still unable to resettle the displaced people and the National Highways are yet to be opened.
As such, normalcy has not yet returned in Manipur, Hareshwar said.
Reacting to the oft-repeated statement of N Biren that the seeds of the anarchy seen today in Manipur were sown by the previous Governments, he pointed out that N Biren was ruling the State for seven years before PR was imposed in the State.
He then asked what N Biren did during the past seven years.
Even if it is assumed that the previous Governments committed follies, why N Biren could not correct or amend the follies in seven years, Hareshwar asked.
It would be prudent to keep him away from any positions of power, a man who did not do anything for the State despite serving as the Chief Minister for seven years in case a popular Government is formed, said Hareshwar.
Like N Biren, his Council of Ministers should also be kept away from any popular Government, the MPCC vice-president said.
It would be far better to hold a fresh election if the new popular Government would behave in the same manner as the previous Government, he said.
Reacting to what N Biren said at the release function of the book "Emergency Diary" at Thambal Shanglen in the last week of June, Hareshwar Goswami said that there have been three instances of National Emergency being declared in the country in 1962, 1971 and 1975-77.National Emergency was declared in 1962 and 1971 because of the Indo-China War and Indo-Pak War respectively.
The third National Emergency was declared during the time of Prime Minister Indira Gandhi due to internal disturbances, he said.
The 6th Lok Sabha elections were held in 1980 after the National Emergency was lifted in 1977 and the Congress party won an absolute majority.
Indira Gandhi believed in democracy and democratic values.
Had she favoured authoritarian rule, she could have kept the Lok Sabha elections in abeyance by giving one reason or the other, Hareshwar said.
He went on to assert that India is being ruled by two leaders who are allegedly mentally unstable.
More than 260 people have been killed, 30-40 persons missing and over 60,000 people have been displaced by the violent crisis but Prime Minister Narendra Modi has not yet shown any intention to visit the strife-tom State or contain the violence.

Amit Shah stated in the Parliament that illegal immigrants have their hands in the Manipur crisis.
But now Amit Shah is saying that the Manipur violence is an ethnic clash, the MPCC vice president remarked.
