The Rashtrahit Sarvopari Sangathan has submitted a memorandum to the offices of the President, Prime Minister, Home Minister, and the State leadership, proposing a series of measures to restore peace and stability in Manipur.
The memorandum was submitted following a tribute event and collective recitation of the Hanuman Chalisa/Ayojit in New Delhi's Satya Niketan on May 3 .
The event marked three years since the outbreak of violence and brought together social representatives, religious leaders, and citizens who collectively resolved to support peace and national unity.
In its submission, the group highlighted several factors contributing to the instability, including the proliferation of illegal arms, breakdown of trust between communities, alleged foreign-backed support to disruptive elements, and delays in rehabilitation efforts.
It also raised concerns over emerging demands for separate administrative arrangements in the region.
The organization has proposed a series of measures for both the Central and State Governments.
At the National level, it has recommended the creation of a dedicated peace and security mission for Manipur, intensified operations against illegal weapons, strict monitoring of foreign funding, and reopening of key highways.
It also emphasized the need for structured dialogue involving all stakeholders and the release of a verified public record of casualties.
For the State Government, the memorandum suggested strengthening district-level law enforcement, accelerating rehabilitation of displaced persons, forming peace committees, and launching youth engagement and de-radicalization initiatives.
The group also stressed the importance of inclusive dialogue, suggesting that credible organizations could assist in mediation efforts if required.
It reiterated a "zero tolerance" approach toward terrorism and illegal arms while calling for transparency in official data related to the conflict.
In the memorandum, the organization expressed confidence in the leadership of Prime Minister Narendra Modi, stating that decisive steps would be taken to restore normalcy in the State.
Sohan Giri, founder and president of the organization, underscored the need to rebuild trust among communities and reconnect indigenous populations with their cultural heritage in a way that promotes harmony and national unity.
