MP Bimol: No rule of law in Manipur

Lok Sabha MP Dr Angomcha Bimol Akoijam expressed strong remorse that there is no rule of law in Manipur as New Delhi continues to have the final say in almost every sphere of governance in the state.
Dr Bimol took part an interaction programme organised by Heingang Block Congress Committee at the residence of MPCC general secretary P Saratchandra Wednesday.
Addressing students and youth of Heingang during opening session of the programme, the MP said the 'Idea of Manipur' has been completely shattered and this is exactly what the Government of India wanted to do.
Physicality of the state may be intact but Manipur's integrity or 'Idea of Manipur' is no more now.
With the orchestration of killings and clash among communities inhabiting in the state, the ideology of those demanding freedom from India has been distorted, he said.
According to Bimol Akoijam, the present condition of Manipur is that there is no rule of law under Constitution and all administrative decisions come from Delhi.
While referring to the statement made by external affairs minister Jaishankar around five years back that 'India cannot live with un-integrated border region', he referred to earlier claim about involvement of Government of India in the violence in Manipur.
When a violent incident occurred in Kangpokpi, BSF refused to obey orders issued by state government and said that they only act on directive from Delhi.
Such statement from a central security force is unwarranted and unconstitutional, stressed Dr Bimol, who referred to Section 131 of CrPC or the present Section 164 of BNS that any unit of central forces must respond immediately without waiting for approval from civil authority whenever there is threat to life and property and distortion of public order under the jurisdiction of the unit.
Central forces should not remain as silent spectators when any violent incident occurs under the law of the land.
It is questionable as to why houses and properties of more than 60,000 people were torched and over 250 people killed despite heavy deployment of central forces, Bimol said.
Former chief minister and CLP leader Okram Ibobi Singh, who also took part the interaction programme, said BJP promised to transform Manipur to a golden land (Sana-leibak) but everyone is uncertain about the fate of Manipur.
