State sees sharpest GST drop despite rise in registrations

Manipur recorded the steepest year-on-year fall in Goods and Services Tax (GST) revenue among all Indian states and UTs in July, despite a surge in the number of registered taxpayers, according to Finance Ministry data.
The state collected Rs 43 crore in GST revenue in July this year, down from Rs 68 crore in July 2024, a 36 per cent decline that stands as the sharpest negative growth nationwide.
The drop contrasts with double-digit growth reported by other Northeastern states, including Tripura at 41 per cent, Meghalaya at 26 per cent and Nagaland at 22 per cent.
The fall comes even as GST registrations in Manipur rose sharply, from 6,006 in July 2024 to 9,044 in July this year, a 50 per cent increase reflecting greater formalisation.
The decline in collections despite more taxpayers points to possible contractions in business activity, low compliance or delayed filings among the newly registered.
Between April and July, pre-settlement State GST receipts grew modestly by 5 per cent, from Rs 152 crore to Rs 161 crore.
But post-settlement SGST, which includes the state's share of the Integrated GST pool, fell 13 per cent, from Rs 439 crore in 2024 to Rs 383 crore in 2025.By comparison, Nagaland and Arunachal Pradesh posted 21 per cent growth in post-settlement SGST during the same period.
Economic activity in Manipur has been hampered in recent years by ethnic conflict, prolonged internet shutdowns, and the lingering effects of COVID-19 .
