Thoubal, December 19 2025:
Wangkhem Assembly Constituency MLA and Manipur Pradesh Congress Committee (MPCC) president Keisham Meghachandra Singh on Thursday alleged that failure on the part of the Government and attempts by the concerned department and minister to favour close aides in awarding contracts have led to an inordinate delay in issuing tenders for the repair of the Charangpat road, causing severe hardship to the public.
Speaking to media persons while inspecting the repair work being carried out to fill potholes along the stretch under his initiative, Meghachandra said the stretch from Nepra to Icham Khunou falls under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and that an amount of Rs 7 crore was sanctioned by the Ministry of Rural Development in 2019 for its improvement.
He stated that although efforts were made twice to float tenders for the project, the Government has failed to do so till date.
As a result, the road condition has deteriorated significantly, forcing residents to endure daily hardship.
He added that aggrieved villagers, local clubs and organisations had even dug up parts of the road as a form of protest against the authorities' failure to undertake repairs.
Terming it unfortunate that the only PMGSY package sanctioned for Wangkhem AC has not been taken up, Meghachandra said the matter has been raised repeatedly in the Manipur Legislative Assembly and several requests have also been submitted to the Government.
On enquiring into the reasons for the delay, he alleged that the tender could not be issued due to attempts by the concerned department and minister to hand over the contract to their close aide.
He further said public resentment over the poor road condition had led to negative perceptions against the MLA for not repairing the road.
However, after discussions with villagers, local clubs and organisations, a temporary measure was undertaken to fill potholes to provide some relief to commuters, though it was not a permanent solution.
Warning that there is a possibility of the sanctioned amount being withdrawn by the Ministry of Rural Development if the project is not completed by March 31, 2026, Meghachandra said that in such a situation, the road would have to be repaired through the PWD or other departments.
He added that since the project is part of a specific package, it cannot be shifted to other schemes, further complicating the repair process.
Appealing to the public for patience, Meghachandra assured that efforts are being made to initiate repair work at the earliest, even as he acknowledged the distress being faced by the people due to the prolonged delay.
