Affected landowners appeal for payment of compensation before deadline; threaten stir

The NH 102A (Tadubi-Ukhrul) road project affected landowners have made an appeal to the concerned authorities to complete the long-neglected payment of supplementary compensation by the agreed upon deadline of April 20, 2026 .
It can be mentioned that a joint meeting to discuss the issue was held on January 19, 2026 at the office of Sub-Divisional Officer, Chilivai Phaibung, Senapati district between the affected landowners, the concerned SDO, NHIDCL officials, the contractor and representatives of Phaibung villages comprising of Phaibung Khullen, Phaibung Khunou and Phaibung Lower and Phaibung Area Land Owners Association.
The members present decided collectively that since there is positive response from the Manipur State Government, the NH 102A construction work will be allowed to resume again on the condition that the supplementary compensation will be paid on or before March 31, 2026 .
In case of failure, the deed held the signatories answerable while adding that the Phaibung villagers can seize the machineries belonging to the contractor, stationed in Phaibung village areas.
Signatories during the meeting included James Pani, SDO, Chilivai, Phaibung, Managing Director of the NHIDCL, contractor; V Careson, chairman, Lower Phaibung village; Z Th Pani, chairman, Phaibung Khullen village; Th Dabuni, convenor, Phaibung Area Land Owners Association and D Beston, co-convenor, Phaibung Area Land Owners Association.
However, another meeting was held on March 27, 2026 regarding the supplementary compensation of NH102A (Pkd-3) around Phaibung villages wherein it was decided that the deadline will be extended to April 20, 2026 .
This resolution was reportedly in continuation of the meeting held on January 19, 2026 .
Earlier, the landowners affected by the NH 102A (Tadubi-Ukhrul Road) project under the Phaibung Area Landowner Association had warned that they will be compelled to intensify democratic protest and take their own course of action if their appeal remain unaddressed.
The association had earlier accused the NHIDCL and the district authorities of prolonged inattention and negligence despite repeated formal and informal requests for the same.
The bodies have further warned that they may be compelled to take their own course of action after the dateline if the authorities fail to act on the agreement by the given deadline of April 20, 2026 .
