THRA accuses GoI of not enforcing SoO ground rules

The Thadou Human Rights Advocacy (THRA) has condemned the Government of India, currently administering Manipur under President's Rule, for its alleged failure to enforce the Suspension of Operations (SoO) agreement with Kuki militant groups.
This abdication of responsibility has once again directly enabled armed intimidation, vandalism, death threats, and territorial aggression against indigenous communities of Manipur, said THRA in a statement.
On 11th January, 2026 night, suspected armed KNF (SoO-signatory under UPF conglomerate) cadres vandalised Ireng Naga village, dismantling the entry gate, defacing monoliths with "Kukiland" and "Stay Away" slogans, and damaging public property, followed by death threats to the village chairman from Tiger Kipgen, a purported KNF commander, it added.
Facing imminent violence, villagers imposed a 'peaceful indefinite blockade' of Ireng Road from 12 th January, 2026, it added.
Responding to repeated SoO violations, the Joint Tribes Council (JTC), representing Inpui, Liangmai, Rongmei, and Zeme Naga tribes, on 14th January, 2026 resolved to enforced non-co-operation, restricting trade and movement with Kuki subscribers to protect their lands, while directly inflicting undue hardship on innocent civilians caught in the crossfire, THRA said.
Even under President's Rule in Manipur, it is clear that the Indian State has shielded SoO militant's outfits from accountability, permitting operations outside camps in violation of ground rules, with ongoing intimidation, destruction, and territorial claims carried out with impunity, it said and added that this constitutes State complicity in ethnic cleansing by proxy, violating the human rights, movement, livelihoods, and land rights of various indigenous Manipur people, and threaten law-and-order collapse.
"We demand the immediate disarming and prosecution of all SoO cadres involved in the Ireng Naga attack and threats; the suspension of the SoO agreement until credible enforcement mechanisms are implemented; and the deployment of neutral security forces to protect all indigenous communities without bias," THRA said.
