Imphal, July 02 2010: Apparently related with the recent series of surrender of many underground activists to the security forces, Manipur Police Department today reiterated that the Open-door Policy adopted by the government regarding the surrender of militants which was revised on April 1, 2005 at the latest that provides incentives to those militants surrender with weapons.

A statement signed by SP of the Director General (Control Room)-cum-PRO, Vandana Karki dispatched today while reiterating the enforcement of the policy for the surrendered militants stated provided a list designated officers to whom a militant is free to surrender.

The designated officers are Additional DGP -Law & Order and Armed Police (ADGP-LO & AP), Inspector General of Police (IGP)-Intelligence, Deputy Inspectors General (DIsG) �Ranges, District Magistrates, District Superintendents of Police (SsP), Commandant of Army/Central Paramilitary Forces (CPMFs), Commandants of Manipur Rifles (MR) and Indian Reserved Battalions (IRBs), Additional Superintendents of police in the districts of the state, Sub-Divisional Magistrates and Sub-Divisional Police Officers of all districts of the state.

The statement also reiterated the amount of incentives to be paid to the militants for the weapon(s) they accompany while surrender to the authorities.

A militants who surrendered with an AK-47or 56 or 74 rifles will get an incentive amount of Rs 15,000 a weapon, Rs 25,000 per UMC or GPMG or PIMCA or PRG or Sniper rifle, Rs 3,000 per pistol or Revolver, Rs 1,000 per Rocket, Rs 500 per Grenade or Hand Grenade or Stick Grenade, Rs 3,000 per Remote Control Devise, Rs 3 per round of ammunition of all types, Rs 1000 each for IED, Rs 3000 per Mines (bomb) and Rs 1000 per kg of explosive materials.

The incentives for wireless sets are Rs 1000 for each set of short range, Rs 5000 for each set of long range while that of SAM missiles, Satellites phone, VHF/HF Communication sets, Electronic detonators and other detonators are Rs 20,000, Rs 10,000, Rs 5000, Rs 50 and Rs 10 respectively, the statement informed.

The scheme is applicable to those militants who surrendered at least with one weapons.

However, there would be exception and deserving cases as militants who surrender without arms may also be considered for rehabilitation under the scheme.

Surrendered person will be initially lodged in Rehabilitation Camp where they will be imparted training in a trade/vocation of their liking or befitting their aptitude.

They will be given a monthly stipend of Rs 3,5000 per month, which was enhance from Rs 2000 efective from December 2009, for a period of 36 months.

An immediate grant of Rs 1.5 lakh to be kept in a bank in the name of surrendered person as fix deposit for a period of three years, that is the amount can be withdrawn after three years subject to good behaviour of the person concern.

This money can be utilized as collateral security/margin money against loan to be availed by the surrendered militant from the bank for self employment, the statement went on to state.

This money will not be given to the surrendered person if he or she is able to secure any government job either in Central government, PSU, Army, state government or cooperative, where the Central government has share.

Above this, if the surrendered militant indulged in crime while under rehabilitation, he or she will be forfeit the benefits under the scheme, it stated.

The state government has been following the Open-door Policy towards the problem of insurgency in the state so as to bring back the youths who have joined the fold of militancy, the statement reiterated while putting down the eligibility criteria to the militants who wanted to surrender to the government authorities.
