The State Government has adopted the Revised Scheme for Surrender cum Rehabilitation of Militants in the North East which came into effect from April 1, 2005, conveyed a press release issued by SP/DGCR Vandana Karki.
The revised scheme is applicable to those militants at least with one weapon.
However, in exceptional and deserving cases, militants who surrender without arms may also be considered for rehabilitation under the scheme.
Militants who surrender under the scheme would be initially lodged in rehabilitation camp where they will be imparted training in a trade/vocation of their liking or befitting their aptitude.
They would also be paid a monthly stipend of Rs 3500 each for a period of 36 months.
The surrenderees would also be entitled to immediate grant of Rs 1.5 lakh each which would be kept in a bank in their names as fixed deposit for a period of three years.
The money can be withdrawn by the surrenderees after three years, subject to good behaviour.
However, if the surrenderees could secure a Government job before the maturity period of three years, they would not be given the amount deposited in their names.
Any surrenderee who indulges in crime while under rehabilitation shall forfeit the benefits entitled under the scheme.
As per the scheme, militants who surrender with AK rifles will be given incentive of Rs 15,000 per weapon.
For UMG/GPMG/PIMCA/RPG/sniper rifle, the incentive fixed per weapon is Rs 25,000 .
For pistol/revolver and remote control device, the incentive is Rs 3000 each.
The incentives for grenades and rockets have been fixed at Rs 500 and Rs 1000 respectively, added the release.
