As New Year's gift, Chief Minister N Biren Singh has launched a number of development and welfare schemes including monetary assistance of Rs 1 lakh for displaced people who have lost homes.
Extending greetings and best wishes to the people for 2024, N Biren launched the schemes during a press meet he hosted at the CM's Secretariat today.
The welfare schemes include Chief Minister's Farmer Livelihood Support Scheme, Chief Minister's Khungang Ama Sanabung Ama, Chief Minister's Sports-persons Livelihood Guarantee Scheme, Scheme for Construction of Recognised Tribal Libraries with Digital Infrastructure, Chief Minister's Ima Nongthang-leima Yaipha Tengbang Scheme, School Fagathansi Mission 2.0 and College Fagathansi Mission.

Briefing media persons, N Biren Singh said the State Government will provide financial assistance of Rs 1 lakh each to every family whose houses have been burnt or destroyed in the vioent conflict.
The financial support will be provided from January in four instalments of Rs 25,000 each, he said.
On steps taken up for resettlement of displaced people, N Biren said the financial assistance for rebuilding houses that have been destroyed in the conflict will be released through district administrations concerned shortly.
The financial assistance which will be released for a kutcha house is Rs 5 lakh.
Rs 7 lakh will be released for a semi pucca house.
While the financial assistance for construction of a pucca house is Rs 10 lakh, further surveys will be conducted for the newly constructed house to meet the standard of the earlier one, N Biren said.
Under the Chief Minister's Khungang Ama Sanabung Ama, one playground will be developed for every village which has no playground.
In the first phase, one village each from 60 Assembly Constituencies will be selected for constructing 60 playgrounds costing between Rs 50 lakh to 70 lakh.
The purpose of the scheme is to bring about grassroots sports development and provide a healthy recreation facility for the youths, said N Biren.
The Chief Minister's Sports Persons Livelihood Guarantee Scheme is a new initiative taken up by the Chief Minister to facilitate players in finding a way of life and means of livelihood.
The scheme is to support the livelihoods of sports-persons who are between the age of 20 and 45.There are numerous sports-persons who have played in National and International levels but have not yet made names.
This scheme will help provide them livelihood, N Biren said.
The first phase of the scheme will cover 1000 sports-persons, he added.
Library halls having digital infrastructure for recog- nized tribes will be constructed starting January next year, said the Chief Minister.
These libraries will be constructed adjacent to the tribal museums that have already been constructed.
Each library hall will be constructed at a cost of Rs 50 lakh to Rs 70 lakh, he said.
Elaborating on the Chief Minister's Ima Nongthang-leima Yaipha Tengbang Scheme which he launched on the Nupi Lan Numit recently, N Biren said the scheme will provide a monetary benefit of Rs 500 per month (Rs 6,000 per year) to women who are above 40 years and are not beneficiaries of any existing Govern- ment schemes and living without any source of livelihood.
The scheme aims to empower women, foster economic independence and contribute to their overall well-being, he added.
Regarding the School Fagathansi Mission, N Biren informed that the infrastructure of 120 schools have already been developed under the mission, and perfor- mance of Government schools have improved.
The School Fagathansi Mission 2.0 will further develop and improve another 120 schools, he said.
N Biren said Government school students have topped Arts and Commerce stream examinations of Class XII, and the State has emerged in the top position for achieving zero student drop out rate.
The Chief Minister was referring to the feat which Manipur achieved in the year 2021-22.Student drop out rate in Manipur schools for the year 2021-22 at Class X remained zero.
N Biren further stated that the College Fagathansi Mission which was also launched today is taken up with the intention of improving Government colleges.
Infrastructure of 20 colleges will be developed with a funding of Rs 2.5 crore each in the first phase of the mission, he said.
For welfare of orphans in the State, Chief Minister N Biren informed that the Government under MAHUD is constructing a 50 bedded building to accommodate orphans who are above 18 years of age.
The 50-bedded building will provide a place for the orphans to stay when they are above 18 years and completed schools.
Besides providing accommodations, they will be provided assistance and support under the Chief Minister's Sports Persons Livelihood Guarantee Scheme.
More accommodation will be constructed as per necessity to support their livelihood, N Biren said.
Further, the Chief Minister's Farmer's Livelihood Support Scheme is being taken up to provide coordinated, focused, flexible, quick and short-term support for agriculture-based livelihood activities.
The Chief Minister also informed with satisfaction that free rice given to beneficiaries under PM-GKAY every month has been extended till 2028 by Prime Minister Narendra Modi.
