The controversial report of the People's Union for Civil Liberties (PUCL) on the Manipur conflict is onesided and seems to support "separatist agendas", said the Rastrahit Sarvopari Sangathan (RSS) in a letter to President Droupadi Murmu.
The PUCL report titled "Independent People's Tribunal on the Ongoing Ethnic Conflict in Manipur", released on August 20, contains several concerning elements that demand scrutiny, RSS said in the letter on August 25.The report has the potential to exacerbate tensions and risk National security.
An investigation and a comprehensive financial audit of the PUCL for its support to separatist demand must be conducted, said the RSS.
The report presents a one-sided ethnocentric narrative.
It heavily emphasizes alleged atrocities committed by the Meitei community, while downplaying or completely ignoring the violence and provocations by Kuki militant groups.
This skewed portrayal contributes to ethnic division and undermines a comprehensive understanding of the conflict, the RSS said.
The report ignores historical context and fails to mention the initiators of the violence.
It fails to acknowledge that the violence was preceded and provoked by calls from Kuki militant groups and political representatives for a "separate administra-tion"--a demand that challenges the territorial integrity of Manipur and Bharat, it asserted.
By reducing the crisis to a matter of ethnic identity, the report ignores deeper issues such as economic marginalization, illegal economies, and class conflicts, which are essential to understanding the roots of the unrest, it said.
Moreover, the report potentially legitimises separatist agendas.
The PUCL's silence on or subtle endorsement of separatist demands risks being interpreted as "tacit support for divisive and unconstitutional objectives, with grave National security implications, " said the RSS.
By selectively presenting facts, the report may incite "communal hatred, deepen existing divides, and escalate unrest in an already sensitive region, it added.
In light of the concerns mentioned, the RSS said, the Government of India should launch a comprehensive financial audit of the PUCL to identify the sources of its funds, including domestic and foreign contributions.
The Government may also examine PUCL's compliance with the Foreign Contribution Regulation Act (FCRA), Income Tax Act and other relevant statutes.
Further, the RSS said that the Government may conduct a scrutiny of the PUCL's office bearers and members, and an audit of the personal accounts of key members if evidence suggests misuse of funds or links to unlawful activities.
While the investigation may ascertain if any resources are being used to support "separatist or antiNational agendas", the PUCL's activities and publications may be evaluated for any possible violation of the provisions relating to the defamation laws, or the Unlawful Activities (Prevention) Act (UAPA), it said.
"If prima facie evidence indicates any violations, we urge the temporary suspension of PUCL's operations, registrations, and activities until the investigation is concluded," the RSS said.
While the PUCL claims to uphold human rights and civil liberties, its biased reportage, selective narratives, and lack of regard for National unity call its intentions into question.
In a time when peace and unity in Manipur are paramount, such reports only exacerbate tensions and risk National security, said the RSS, urging the President for "swift and decisive action in the interest of justice, peace, and National integration" .
