Imphal, November 15 2025:
Internally displaced persons staying at relief camps in Imphal East have slammed the Government for fixing a "meagre" Rs 3 lakh per household as assistance for reconstruction/construction of houses.
The rate/assistance that has been fixed by the current administration under the Governor is significantly lower than the rates fixed by the previous Government, the IDPs have said.
The internally displaced persons, whose houses have been destroyed and burnt during the conflict in 2023 can't agree to the Rs 3 lakh assistance.
It would be impossible to construct houses with just Rs 3 lakh, the IDPs asserted, speaking to reporters at the Sajiwa relief camp today.

Apex Committee of Victim Villagers' co-convenor, Khoirom Dharmen said people of Ikou, Sadu Yengkhuman, Dolaithabi, Leitanpokpi, Mairenpat and surrounding areas have been staying at the Sajiwa relief camp and Sawombung temporary shelter homes after their houses were destroyed and burnt during the conflict that broke out on May 3, 2023 .
The internally displaced persons who have lost homes are suffering in the relief camps and surviving on meagre assistance given by the Government, he said.
Dharmen said the IPDs are getting just Rs 84 allowance per day to run their families and send their children to schools.
The Government recently reduced the daily allowance of the IPDs from Rs 100 to Rs 84 and this sum includes Rs 4 for procuring rice.
This reduction in the daily allowance had also forced the IDPs to launch a stir against the Government, he said.
While the IDPs are struggling in all spheres, the Rs 3 lakh assistance that has been fixed for reconstruction/construction of houses has added to their suffering, Dharmen said.
The Rs 3 lakh assistance that has been fixed by the current administration includes Rs 1.30 lakh assistance under a housing scheme and Government share of Rs 1.70 lakh, he said.
This rate is significantly lower than the rates fixed by the previous Government, he said.
The previous Government, before the Presidents' Rule, had assured and fixed Rs 5 lakh assistance for re-building/construction of a Kutcha house, Rs 7 lakh for a semi-pucca house and Rs 10 lakh for a pucca house.
Many IDPs of Mairenpat and Leitanpokpi have already received 50-90 per cent of the assured assistance fixed by the previous Government, he added.
The IDPs of the region strongly condemn the current Government for the sudden change and reduction in the amount of assistance.
It would be impossible for the IPDs to build houses with just Rs 3 lakh, Dharmen said.
If the current administration doesn't revise its decision and provide the assistance as promised by the previous Government, the IDPs may launch intense agitation, he said.
The State administration and the Central Government must bear the responsibilities for any untoward incidents that may occur during the agitation, he added.
